Not much is known about Lucky. He's the biggest member of the Ridiculous Vessel family that's been seen at the time of this writing.
What's suspected: he's a bit of a roust-a-bout, a migrant, an explorer. There might have been a bit of illicit activity he was involved in, but he was so far off no one is quite sure what laws apply. He doesn't say much, to it's hard to know.
